Description 

The Finance and Budget Assistant will support project and fund management under the supervision of the Administrative Officer. They will assist with budgeting, financial reporting, payments, and general administrative finance tasks.

Key Responsibilities

Budget Management

  • Support preparation and review of budget proposals, cost estimates, and resource requirements.
  • Monitor expenditures, reconcile accounts, and process adjustments.
  • Review requisitions for goods and services to ensure correct charges and availability of funds.
  • Prepare budget performance reports and analyze variances.
  • Ensure accuracy and consistency of financial data in systems (UMOJA).
  • Coordinate with other finance staff on budget reporting. 

Treasury / Payments

  • Review payment instructions and sources of funds.
  • Prepare payments for disbursement and send instructions to the Treasury.
  • Notify payees of payment status.
  • Assist staff, consultants, agencies, and partners with payment and funding queries. 

General Support

  • Stay updated on UN financial policies and guidelines.
  • Draft correspondence on finance and budget matters.
  • Maintain organized financial records and files.
  • Assist with data collection, analysis, reporting, and visualization.
  • Help update information materials (e.g., web pages, brochures).
  • Perform other related duties as needed.

 

Qualifications and Experience
  • Education: 
    • High school diploma (or equivalent) required.
    • Qualification in accounting or finance is required.
    • Professional certification (e.g., CPA or equivalent) required.
    • A first-level university degree in accounting, finance, or related field may reduce the required work experience by two years.
  • Experience:

    • At least 7 years of experience in administration, finance, budget, accounting, or related areas.
    • Experience with Enterprise Resource Planning (ERP) systems (e.g., UMOJA) required.
    • Strong experience in budgeting, financial data analysis, and donor reporting required.
    • Experience in GEF projects or grant management is desirable.
    • Experience with UN (or similar organization) financial rules, IPSAS standards desirable.
    • At least 1 year of experience in data analytics (or related area) desirable
Languages:
  • English and French are the working languages of the United Nations Secretariat.
  • For this consultancy, fluency in both oral and written English and French is required.
